BUDGET MESSAGE
Seven years of dedication, commitment and service have slipped fast from the time I assumed office and endeavored to make a difference in this City. I am pleased to announce that during these years, we have soared to heights of progress, conquered challenges that confronted us, introduced radical change in governance, and achieved milestones in government administrations as we continue to deliver the plans and programs meant to bring us closer to our vision for the City.
This vision beckons. The City of San Fernando shall be the Gateway to North Philippines, Regional Center of Central Luzon and A Champion of Good Urban Governance by 2015, a Global Gateway in 2020 and a Habitat of Human Excellence by 2030.
We are guided by the Roadmap towards this Vision. Our objectives are contained in the City Scorecard on which the different working arms of the LGU base their own performance targets. Every effort, every initiative is aligned and therefore relevant to the attainment of the Vision.
As proof of the Administration’s continuing commitment towards good governance and genuine public service, this budget was prepared to ensure the continuity of the programs and projects as planned for 2011.
For General Public Service, the total amount of P550,945,155.31 or 62.28% of the total annual budget has been appropriated.
Economic Services, that includes all economic development efforts, has an appropriation of P128,825,586.60 or 14.56%.
A total of P204,828,065.40 or 23.15% is allotted for Social Services, particularly on education, health, community development and social welfare.
We have gained significant headway in instituting fiscal reforms that have enabled our local economy to grow. The principled cooperation and support of the City’s Sanggunian have made this possible. Active participation of the private sector and other public entities cointinues, opening avenues towards external resources, thereby boosting our resolve to bring about good governance through an effective government and a responsible citizenship.
We shall continue to move on. We shall continue to serve and reach our goal of making our people proud to be Fernandinos. |
