Born on June 21, 1957 in San Pedro, City of San Fernando (P) to Benjamin Naluz Santiago and Florencia David Santiago. He graduated Bachelor of Science in Mechanical Engineering at Mapua Institute of Technology in 1979 and passed the Board Exam in 1980. Vice Mayor Santiago joined politics in 1988 as Sangguniang Bayan for three terms (1988-1998). Elected as Vice Mayor in 2004 up to present. Married to Ma. Luisa Baltazar Santiago and blessed with two daughters, Pamela and Kristine Anne.
