Functions:
Develop plans and strategies and upon the approval of the city mayor thereof, implement the same particularly those which have to do with human resource which the city mayor is empowered to implement and which the sangguniang panlungsod is empowered to provide under the Local Government Code of 1991
Establish and maintain a sound personnel program for the City
Assist the Local Chief Executive in all matters pertinent to its human resource and its development and other personnel matters
