    Sagip-ilog: A Flagship Project of the City Mayor  

Introduction
The Sagip-ilog Project is one of the most important projects of the current administration. It falls under the six out of the eight point agenda of our City Mayor, namely:

1. A clean surrounding and an environment-friendly government – to ultimately achieve a floodless city

2. Health – a clean river shall provide positive effects on the health of the residents within the vicinity

3. Preservation of the City's rich history and culture – the rivers rehabilitation is in-sync with the development of the Poblacion as the City's Historical and Heritage District

4. Trade and Industry – commercial slots shall be provided within the area giving priority to the affected residents

5. Transportation – the elevated walkway shall serve as an alternative route for adjacent barangays and thereby minimizing the congested main road of the Poblacion area

6. Increased Tourism Activity – the scenic surrounding of the river's development is conducive to local and tourism festivities and activities.

 
      Brief Description
   

The rehabilitation of the San Fernando River will entail the dredging and de-silting of the river to restore its original width and depth and the construction of a concrete slope protection structure. It will cover an approximate length of 7300m and an average width of 30m. The project will affect 335 cadastral lots along the river.

The other major components of the project include:
* relocation of less privileged informal dwellers along the river bank
* regulation of factories and industrial plants' discharge
* construction of a centralized/decentralized sewerage system and sewerage treatment plant
* proper waste collection
* information dissemination
* social preparation

Project Rationale
The San Fernando River served as an artery of transportation, trade and commerce during the Spanish era up to the World War II. The eruption of Mt. Pinatubo has drastically altered the topography of the river. The river portion from Barangay San Juan up to Bacolor was covered by lahar. The river can no longer provide aquatic resources to the people.

Present status of the river
The river had become a receptacle of domestic trash, human waste and industrial waste. The black color of water, the strong septic odor, the massive accumulation of sediments and water lilies are some of the indicators that the river and its feeder creeks are dead.

• to rehabilitate the San Fernando River and its feeder creeks (widen, deepen the river and improve the water quality)
• to identify the demarcation between the public and private land
